Elizabeth Ann Tuck-Rowan, NIGP-CPP, CPPO, CPPB, CPSD, C.P.M., A.P.P. is the Purchasing Manager at Central Arkansas Water in Little Rock, Arkansas.
She holds a Bachelor of Arts degree from Philander Smith College with an emphasis in organizational management. She has over 39 years of procurement experience in the government and private sectors. Liz manages the procurement function and determination for the Utility’s Fleet, where she procures vehicles/equipment in accordance with department needs and budget.
Liz communicates with departments and outside vendors to ensure the accuracy of vehicle specifications, acquisition, and fleet support and assists in determining vehicle life cycles. Liz is the Secretary-Treasurer of the Arkansas Fleet Association. Notable awards Liz has received: Edward J. Erxleben Award of Excellence for her years of dedicated service, outstanding contributions, and commitment to excellence in the public procurement profession, NIGP-AR Chapter Manager of the Year, and NAPM-AR (ISM) Outstanding Buyer – Arkansas.
